Sinful Chocolate Icing

1 cup cocoa
1 cup granulated sugar
1 cup evaporated milk

In a saucepan, combine all ingredients. Cook until mixture reaches the soft-ball stage. Remove from heat and beat two minutes by hand. Spread on cooled or chilled cake.
